ETIMOLOGY: It is likely that the term originated in popularity of polka dance at the time the patter became fashionable, just as many other products and fashions of the era also adopted the "polka name" source en.wikipedia.org

polka dots are most commonly seen on children's clothings, toys, and furniture, but they appear in wide context. The pattern rarely appears in formal contexts, however and is generally confined to more playful attire such as bathing suits and lingerie.
